Abstract

This study aims to identify and identify the accessibility and infrastructure of the Suroboyo bus stop for users with special needs or with disabilities. As well as providing recommendations for the design of the Suroboyo Bus stop in accordance with predetermined technical guidelines. The problem formulations proposed are: How is the accessibility at the Suroboyo Bus R1/R2 in the city of Surabaya?; How to design a shelter that is suitable for people with disabilities based on the technical guidelines that have been determined?; How to design a shelter that is suitable for people with disabilities based on predetermined technical guidelines?. Research data were collected by means of literature/document studies, interviews with Isnawari Kustiah, Surabaya City Disability Observer, and Agung Karyadi, Head of Infrastructure Division of the Surabaya City Transportation Service. The analysis was carried out using the approach to legislation combined with surveys and field observations related to the problems found. The results of this study indicate that the facilities and infrastructure available at the Surabaya Bus stop have not accommodated the needs of people with disabilities and have not provided accessibility for service users with special needs. There is no priority seat at the bus stop, there is no audio information available for the blind, there is no special room or space for wheelchairs, there is no ramp with an appropriate height so that it is dangerous for wheelchair users. Because of this, the author recommends a Surabaya bus stop design in accordance with the technical guidelines for the construction of a shelter in accordance with the Decree of the Minister of Public Works of the Republic of Indonesia Number 468/KPTS/1998, namely the maximum slope of the outdoor ramp is 6 degrees for wheelchair users, special room for chair users, audio information for the visually impaired. This study recommends the need for renovation and construction of an accessible Suroboyo Bus stop for service users with special needs or with disabilities in accordance with the recommended design.
