Abstract

Pahlawan Ekonomi is a program designed by the government of Surabaya City to handle poverty in Surabaya city without taking the Regional Revenue and Expenditure Budget in Surabaya, Pahlawan Ekonomi are designed specifically and inclusive in Micro Small and Medium Enterprises with the main objectives and functions as container for the Micro Small and Medium Business of Surabaya city. This program seeks to provide assistance for Micro Small and Medium Enterprises, from the initial stages of mental guidance, product manufacturing, packaging, marketing, to promotion. This study aims to see the Implementation of the Economic Heroes Program in Increasing the Economy of Micro Small and Medium Enterprises in the Center of Putat Jaya Micro Small and Medium Enterprises in Surabaya. This research is a descriptive study using a qualitative approach. The theory that is used in this study is from the opinions expressed by Van Meter Van Horn, which consists of six indicators of policy size and objectives, resources, characteristics of implementing agents, attitudes / tendencies of implementers, communication between organizations and implementing activities, economic environment, social politics. The results of this study are in the implementation of economic hero programs in Surabaya city, this program proved to be able to become a container for Micro Small and Medium Enterprises in Surabaya and able to improve the economy of Micro Small and Medium Enterprises in the center of Putat Jaya Surabaya Micro Small and Medium Enterprises, especially in Mampu Jaya house of production.
