Abstract

Menempatkan pegawai sebagai pejabat pada posisi Pejabat Tinggi Pratama seyogyanya memiliki kemampuan, kecakapan dan keahlian sebagaimana tujuan kebijakan Seleksi Terbuka untuk menghasilkan pejabat kompeten dan akuntabel. Seleksi Terbuka di atur dalam PERMENPAN RB No.13 Tahun 2014 Tata Cara Pengisian Jabatan Pimpinan Tinggi Secara Terbuka di Lingkungan Pemerintah. Penelitian ini dilakukan bertujuan untuk a. Memahami dan menganalisis implementasi kebijakan Seleksi Terbuka Jabatan Pimpinan Tinggi (JPT) Pratama; b. Memahami, menganalisis dan menemukan model implementasi Kebijakan seperti apa yang diterapkan dalam pelaksanaan Seleksi Terbuka Jabatan Pimpinan Tinggi (JPT) Pratama; c. Memahami dan menganalisis faktor penghambat dan pendukung di dalam pelaksanaan Seleksi Terbuka Jabatan Pimpinan Tinggi (JPT) Pratama di lingkungan Pemerintah Provinsi Kepulauan Riau. Penelitian dilakukan berlandaskan paradigma post-positivism dan pendekatan quasi-kualitatif. Dalam penelitian ini terdapat 4 (empat) informan kunci yang mengerti dan banyak mengetahui permasalahan penelitian. Metode yang digunakan yaitu melalui wawancara dan penelusuran dokumen, dimana data dianalisis menggunakan model 14 langkah quasi-kualitatif . Hasil penelitian yang dilakukan berdasarkan variable; komunikasi, sumberdaya, struktur birokrasi, disposisi dan merit sistem, dipengaruhi oleh kemampuan birokrasi dan anggaran serta kondisi politik suatu daerah. Selanjutnya, pentingnya kesungguhan penerapan merit sistem untuk meningkatkan kualitas birokrasi dan ASN pemerintahan daerah. Adapun yang menjadi faktor penghambat Kebijakan Seleksi Terbuka berhubungan dengan manusia, anggaran, waktu yang lama, mekanisme pelaksanaan yang tak tersedia oleh KASN, tidak adanya mekanisme penjaminan mutu dan indikator penilaian yang kredibel dan tidak adanya Juklak Penilaian dari KASN. Sementara faktor pendukung adalah tersedianya aturan pendukung, dukungan dari gubernur secara moril maupun kebijakan. Tingginya partisipasi peserta dan secara umum menerima hasil seleksi terbuka. Dukungan lain yaitu sikap terbuka tim panitia seleksi, infrastruktur dan teknologi yang memadai yang dimiliki Provinsi Kepulauan Riau. Kata kunci: Implementasi Kebijakan, Seleksi Terbuka, Jabatan Pimpinan Tinggi ABSTRACT Placing employees as officials in the position of Primary High Officials should have the ability, skills and expertise to agree on the objectives of the Open Selection policy to obtain competent and accountable officials. Open Selection is set in PERMENPAN RB No.13 of 2014 the Procedure for Filling Open High Leadership Positions in the Government Environment. This research was conducted aimed at: a. Understand and implement the Primary Open Position (JPT) Open Selection policy; b. Understand, analyze and find what model of policy implementation is applied in the implementation of the Primary Open Position Selection (JPT) Primary; c. Understand and analyze the inhibiting and supporting factors in the implementation of Primary Leadership Open Selection (JPT) Primary in the Riau Islands Province Government Environment. The study was conducted based on the post-positivism paradigm and asked for quasi-qualitative. In this study there were 4 (four) key informants who understood and many understood the research. The method used is through interviews and document searches, where data is analyzed using quasi-qualitative 14-step model. The results of the study were conducted based on variables; communication, resources, bureaucratic structure, disposition and merit system, influenced by the ability of bureaucracy and budget and political conditions of an area. Next, the importance of implementing a quality system to improve the quality of regional government bureaucratic and ASN. The inhibiting factors of the Open Selection Policy relating to humans, the budget, the long time, the implementation that is not available by KASN, has nothing to do with quality assurance and indicators that support credibility and there are no Juklak Evaluation Guidelines. While supporting factors are the availability of supporting rules, support from the governor with morale is also a policy. Increase participant participation and generally accept the results of open selection. Another support is the open selection of the selection committee, adequate infrastructure and technology provided by Riau Islands Province.
