Abstract

Pariwisata Kabupaten Tuban memiliki potensi untuk terus dikembangkan, terbukti dengan kenaikan jumlah wisatawan yang berkunjung di Kabupaten Tuban setiap tahunnya, namun banyak potensi wisata yang belum dikelola dan dikembangkan dengan baik. Masyarakat sekitar belum banyak dilibatkan secara langsung dalam pengembangan potensi pariwisata ini. Hail pengamatan awal tampak bahwa upaya pengembangan potensi pariwisata belum terarah dan tersistem, sehingga perlu adanya perhatian yang lebih dari pemerintah dalam bentuk kebijakan baru, sehingga arah perkembangan potensi pariwisata dapat lebih maksimal. Penelitian ini bertujuan untuk: (1) Mendeskripsikan Implementasi Kebijakan Perkembangan Pariwisata Pantai Kelapa Tuban sesuai dengan Kebijakan Nasional rnenurut persepektif teori George Edward III; (2) Menemukan dan mengkaji model pengembangan pariwisata pantai yang mampu memberdayakan ekonomi masyarakat (Kasus Pantai Kelapa Tuban). Penelitian ini merupakan penelitian deskriptif kualitatif. Sumber data utama yang digunakan dalam penelitian ini adalah data primer dengan dukungan data sekunder. Pengumpulan data dilakukan dengan menggunakan teknik (interview) atau wawancara langsung kepada responden dengan didukung data observasi. Teknik analisis data penelitian ini menggunakan teknik analisis data kualitatif Miles dan Huberman dengan langkah-langkah reduksi data, display data, tringulasi data dan menarik kesimpulan. Hasil penelitian ini menunjukkan bahwa: (1) Implementasi kebijakan nasional bidang Kepariwisataan belum berjalan optimal karena menurut teori George Edward III, Pantai Tuban masih kurang dalam sumber daya manusia yang masih memerlukan edukasi dan sumber daya peralatan yang perlu ditingkatkan sedangkan pada komunikasi, disposisi dan struktur birokrasi yang menunjukkan sudah cukup baik; (2) Pelaksanaan implementasi kebijakan pengembangan wisata Pantai Kelapa telah berjalan sesuai dengan Kebijakan Nasional tentang Kepariwisataan yaitu Undang-Undang Nomor 10 Tahun 2009 tentang Kepariwisataan maupun Peraturan Daerah Kabupaten Tuban Nomor 04 Tahun 2013 tentang Penyelenggaraan Kepariwisataan (3) Model Kebijakan Pengembangan Pariwisata Pantai Tuban merujuk pada kebijakan dengan penerapan pengembangan desa wisata berbasis masyarakat (Community Based Tourism-CBT) yang diwujudkan melalui penerapan nyata Exploration Development Control Involvement. Kata kunci: Implementasi Kebijakan, Perkembangan Pariwisata, George Edward III ABSTRACT Tourism in Tuban Regency has the potential to continue to be developed, as evidenced by the increase in the number of tourists visiting Tuban Regency every year, but many tourism potentials have not been managed and developed properly. The surrounding community must be involved directly in developing tourism potential. In order for the development of tourism potential to be directed and systemized, there needs to be more attention from the government to form policies, so that the direction of tourism potential development can run well. This study aims to: (1) analyze the implementation of tourism development policies on Kelapa Beach Tuban in accordance with the National Policy according to the perspective of George Edward III theory; (2) Analyze and study coastal tourism development models that are capable of empowering the community's economy (The Case of Kelapa Beach Tuban). This research is a qualitative descriptive study. The types of data used in this study are primary data and secondary data. Data collection using techniques (interviews) or direct interviews with respondents guided by a list of questions that have been prepared. The data analysis technique of this research is using qualitative data analysis techniques with data reduction steps, data display, data triangulation and drawing conclusions. The results of this study indicate that: (1) The implementation of national policies in the tourism sector has not run optimally because according to George Edward III's theory, Tuban Beach is still lacking in human resources that still need education and equipment resources that need to be improved while in communication, disposition and structure the bureaucracy that shows is quite good; (2) The implementation of the Kelapa Beach tourism development policy has been running in accordance with the National Policy on Tourism, namely Law Number 10 of 2009 concerning Tourism and Tuban Regency Regional Regulation Number 04 of 2013 concerning the Implementation of Tourism (3) The Tuban Coastal Tourism Development Policy Model refers to on policies by implementing the development of community-based tourism villages (Community Based Tourism-CBT) which is realized through the real implementation of Exploration Development Control Involvement.
