Abstract

The abundance of natural resources such as sand and stone and the absence of a government policy or prohibition on limitations in the exploration of mining materials is a good opportunity for collectors in Timor Leste. The pattern of implementing paving installation work can be said to be simple. Judging from the level of population development which is so fast is inversely proportional to the lack of employment which is due to the lack of knowledge and skills for the development of a more modern infrastructure, one of the choices of using paving block material as a road construction structure can help the government to utilize local labor so that can reduce the existing unemployment rate. Although this has been applied in other developing countries but in Timor Leste there is no such policy. The objectives to be achieved are to determine the maximum use of available natural resources in the implementation of road works, to determine the impact on the community around the area where the material sources are used and to analyze the economic value that occurs from the use of available materials. To determine the pavement thickness planning, the component method is used, while to determine the cost budget uses a standardized formula based on TLSMM. Comparison of the cost of flexible pavement construction and paving work based on the volume of each pavement layer arrangement and the unit price of the work in the study area by taking the Delta 2 area as the reference with the largest area of the Delta 3 area, then the total area is 9,909.59 M² (based on the asphalt area in the Bill of Quantity) at a cost of $ 351,348.82 while the Paving Block Pavement Works costs $ 214,344.43
