Abstract

Researchers discussed about local economic development through the empowerment of MSMEs in Dolly Village Surabaya. The purpose of the research was to find out the application of Regional Regulation No. 6 of 2011 on the empowerment of MSMEs and efforts to encourage economic development in Dolly Village Surabaya. The method used is detiptive qualitative which aims to find out how the role of the Cooperative and MSME Office and the Trade Office in local economic development on community empowerment through MSMEs with key persons. Data collection techniques carried out are by means of interviews, observations, and documentation. Dolly Village is an area with many MSMEs, this location is located in Putat Jaya Village, Sawahan District, Surabaya City. The results of the study showed that the Surabaya Trade Office and the Office of Cooperatives and MSMEs in Surabaya had conducted coaching in the form of seminars; training / workshop; guiding and facilitating and empowering MSMEs located in Dolly Surabaya village, so that the economy in the area has increased significantly. This shows that the local government has implemented Regional Regulation No. 6 of 2011 on the empowerment of MSMEs. The conclusion obtained by the researchers is in this empowerment, residents affected by the ex-prostitution localization Dolly Surabaya either directly or indirectly can develop the local economy, for that MSME businesses are able to rise up and stand alone without the help of the local government.
