Abstract

This study discusses the Management Strategy of Utilization of Land Assets Belonging to the East Java Provincial Government. With a sub-focus on the asset management process carried out to optimize the utilization of assets belonging to the Regional Government of East Java Province, regulation regulations, commitment of managers and users of goods, as well as the role of Information communication Theology in the organization brings a positive impact in the context of implementing the optimization of the assets of the Government of East Java Province. So far there have been many land or land assets that are "dormant" and not used optimally. In fact, East Java as a province that is strategic for investment, is a magnet for investors. Specifically, for those who want to develop business in eastern Indonesia. This research borrows the theory of asset management, Organizational Commitment and Communication in Organizations. In asset management theory, five fundamental activities are mentioned; inventory, legal audit, valuation, optimization and development of asset management information. This research method is a descriptive qualitative research method. The basis of the research is the phenomenon of optimizing the use of assets belonging to regional governments. The results of this study indicate, the implementation of asset management of the Provincial Government of East Java has not been carried out optimally. This can be seen from the many assets that are not yet in the name of the East Java government. For this reason, there is a need for strong commitment and collaborative database / portfolio assets of the official management and users of goods (OPD), the need for changes in local government regulations to support implementation in the field, improvement of facilities and infrastructure in the form of information technology that can be accessed by all stakeholders who need. The implementation of asset management that has not been maximized has an impact on the suboptimal use of assets. The multiplayer effect on assets owned cannot yet be felt by the community or the East Java regional government as a significant addition to local revenue .
