Abstract
Bureucratic refom benefit to developing profesionalism is a must. Government bureaucratic perfomance assessed remain using old paradigm which effectiveness and efficiency classified bad governance. Bureaucrats and civil employees more feel as ruler than serve. Cause, motto “if could be difficult, why should be easier”, still common phenomenon in various bureaucracy institutions. One of main obstacle facing to make bureaucratic reformation in regional municipal environment located in self-bureaucracy human resources development (HRD). Therefore, this research would be see, how compensasion factors, HRD development, carrier opportunity and work satisfaction have effect on district adminitrationt staff in Mojokerto municipal:?, Data collecting have been analyzed descriptively and quantitativelly. The Quatitative analysis with SPSS ver 16. Partially independent variable of compensation, HRD Development, Carrier Opportunity and Work Satisfaction, had effected and significant on dependent variable district administration staff in Mojokerto municipal (Y), and work satisfaction varable get dominance influence on district administration staff in Purworejo subdistrict, Mojokerto municipal.
