The construction of toll roads has an impact on the accessibility or movement of the community separated by the toll road, so to travel to the destination takes a long time because it has to rotate a further route. From this, Overpass was built which aims to shorten travel time and facilitate the movement of people separated by access to the construction of the toll road.The purpose of this study was to analyze the performance of roads, especially during morning rush hour and afternoon rush hour, with the associated queuing time because the capacity of the road was not comparable to the vehicles that crossed the road.Based on the results of studies on the flow of vehicles on the Sidoarjo-Waru toll road, the following results obtained from the condition of the overpass on the Sidoarjo-Waru toll road, the width of the road for all overpasses was 3.5 meters and the curb on the entire overpass was 0, 40 meters. The peak hour vehicle flow is based on the calculation of the Sidokepung overpass of 1,629 pcu / hour. Whereas the road capacity according to the calculation shows that the Sidokepung overpass capacity is 1,187 pcu / hour. So that the degree of saturation of the Sidokepung overpass is 1.37. While regarding the o verpass visibility, Sidokepung can still see vehicles from the opposite direction.Short-term alternatives that can be used in the form of alternative 1 are widening by utilizing a 0.4 meter wide sidewalk so that the road body in the overpass becomes 4.3 meters and produces a degree of saturation in the Sidokepung overpass of 1.28 the results are still high in other words still congestion but the costs incurred are cheaper and can be passed by light vehicles in passing. For long-term handling, you can use Alternative 2 by widening the road body at an overpass to 6.5 meters and sidewalks to 1 meter and producing a degree of saturation of 0.72 Sidokepung. Alternative 3 is the same as alternative 2 but the width of the road body in the overpass is 8 meters and results in a degree of saturation in the overpass of 0.59 Sidokepung.
