Abstract

Local Budget as one of the local financial policy needs to be appraised its performance. Based on this appraisal the achievement of goals and targets can be appraised. One of appraisal of financial performance is using the ratio analysis, among others: ratio of independency, ratio of efectivity, ratio of activity and ratio of growth. The samples of this study are eight cities in Province of East Java. It's not including Batu City because of the city considered too young to be sample of this research (exist in the year of 2001). The dates of the research is secondary dates during periods of 1993-1997 (before the self-regulations era) and the periods of 2001-2005 (during self-regulation era). The period of 1998-2000 exclude from the sample because it was the periods which monetary crisis had take place. The dates that had been analyzed including Local Budget, Product Domestic Regional Bruto, Labour/manpower, Foreign Investment and Domestic Investment, Product Domestic Regional Bruto per capita, rate of literacy, average of years for schooling, and rate of live expectancy. The collecting dates have been analyzed descriptively and quantitatively. The quantitative analysis used t-test technique and partial least square analysis. The study found that financial performance have significant effect toward investment growth before and during self regulation era, investment growth have significant effect toward economical growth before self regulation era, and investment growth have non significant effect toward economical growth during self regulation era, investment growth have non significant effect toward labour/manpower absorption before and during self regulation era, investment growth have significant effect toward social welfare before self regulation era, and investment growth have non significant effect toward social welfare during self regulation era
