Abstract

The Maibit Irrigation Area (DI) is located in the administrative working area of Tuban Regency, irrigating 1,229 hectares of rice fields in Rengel and Suko Districts. The low performance of OP results in declining agricultural production. One of the ways to increase agricultural production is through improving irrigation performance by rearranging the preparation of the Operational and Maintenance Real Needs Numbers (AKNOP) and / or preparing the Irrigation Management Real Needs Numbers (AKNPI). The objectives of this research are: 1. Analyzing the differences of AKNOP and AKNPI procedures DI. Maibit, 2. Analyzing the comparison of AKNOP and AKNPI results DI. Maibit, 3. Evaluating the improvement of AKNPI DI. Maibit. The method used in this research is quantitative description one, which is conducting irrigation networks tracing, inventory of irrigation network damage, and coordination with the ranks of management agencies. The results of this search are for calculating the volume and total budget of operation and maintenance needs and rehabilitation of irrigation network are used to develop the AKNPI and continue to improve the formulation of the AKNPI. From the results of AKNPI calculation, there is an OP (maintenace of operations) fee amounting to Rp. 11.539.560, 00/hectare, while the AKNOP calculation results obtained an OP fee amounting to Rp. 4.741.643, 00/hectare. The calculation of AKNPI cost is greater than the calculation of the cost of the NGO, because the AKNOP arrangement does not accommodate the calculation of the cost of rehabilitation work. Improvement of the AKNPI arrangement in Maibit irrigation Area is done by enhancing the participation of farmers through the empowerment of community/P3A in the management of irrigation with the holding of counseling-counseling at a cost of: Rp. 53,900,000.00 and training and coordination of OP with a fee of: Rp. 65,850,000.00.
