This research was conducted in order to obtain proper results of the study so that it can be used in road maintenance by reference to technical considerations, cost efficiency and implementation of the programming budget. The method that applied in this research is descriptive evaluation method. Descriptive evaluation method is a research method that has aims to describe and evaluate / assess existing an object. After doing the research stage, taking into account the aspects of design, Costs and Policy programming, it can be concluded that road handling on road Bereng Bengkel - Pilang / KM.35 in Central Kalimantan Province are using type of construction Cemen Trade Recaycle Base (CTRB) with foundation design life of 40 years and a design life of 20 years asphalt surface course. Estimated fee is Rp. 190,420,140,000. to 24,985 Km. Because of the cost for 1 Km is Rp. 7,621,380,828. it means that handling can be implemented because programming budget ceiling on 2017 per Km is Rp. 8,000,000,000. The budget ceiling specified in development programming is not suitable for designs using Cemen Trade Base (CTB), Aggregates and structural Overlay, because of the handling fee over than budget ceiling. This research suggested can be used for programming budget road handling, so that the desired design is accordance with the available budget ceiling
