Abstract

Transportation planning especially road network planning needs to be done carefully and structured. It is important apart as human and goods transportation infrastructure, the road also serves to open the disparities between regions in question, which in turn will boost the economy and the welfare of society at large.Barito Selatan is one area in Central Kalimantan province, which is geographically located in the central axis and is bordered by East Barito District in the east,Kapuas regency in the west, North Barito regency in the north, and South Kalimantan Province in the south. The strategic position makes the South Barito regency crossing into the path of and toward the provincial capital Palangkaraya that even traffic towards South Kalimantan Province. With this position is regionally very profitable South Barito regency in order to improve the welfare of the communities to the areas surrounding districts. This condition must be supported by the infrastructure, particularly the road network conditions are steady and adequate.Many roads that had not received treatment either maintenance or increase while funding road handling is very limited, while the aspirations of the people through the Development Planning Meeting (Musrenbang) at village and subdistrict is only a small part that was realized in the budget and setting priorities that have been done so far is still dominated the wisdom of the decision makers in setting policy on the road to the exclusion criteria for technical and tends to subjective and immeasurable it is necessary to set the priority handling of road that the allocation and use of limited funds to be effective for the development of road infrastructure in South Barito regency. Results of research conducted with AHP method referring to the conclusion of this thesis shows that the criteria to prioritize the handling of road in South Barito regency is the road condition factor (26.23%), followed by economic factors (22.13%), the traffic factor (21, 29%), spatial aspects factor (15.56%), and the last factor policy (14.79%).
