Abstract
Oceanography research becomes one of the front guards of ocean dynamics include biodiversity issues. Indonesia only has two active oceanography institutions which are owned by the state and national research institute (LIPI). Thus matters provide a real problem of deficiency of institution which has a wider range of monitoring scope. Despite that Indonesia needs an oceanography institution which more modern, sustainable and provide a new working ecosystem. These particular circumstances aim a new way of working on research and development which is oriented on the result and can provide a way better SEACORM facility in the region.
