Abstract

Sexual violence against children, especially children with multiple disabilities, is a very serious problem and has an impact on the lives of people who are struggling with their limitations. The perpetrators saw that they were easy targets and had no power to fight back. This happens because the perpetrators think that children with multiple hearing and speech disabilities have limitations which make the perpetrators think that they will be free from legal entanglement because it is difficult to find defense and proof. Efforts to resolve cases of sexual violence against children with multiple hearing and speech disabilities must be fought for, especially in fulfilling their rights. It is not uncommon for the authorities to often doubt their testimony and are considered legally incompetent. Apart from that, access to legal services for children with disabilities is also still limited. The problems in this thesis are: 1) How is sexual violence experienced by children with multiple hearing and speech disabilities proven? 2) What is the legal protection for sexual violence experienced by children with multiple deaf and speech disabilities?. By showing the seriousness of the government so that the rights of people with multiple disabilities are guaranteed, that people with disabilities have the right to equal treatment and are recognized before the law to obtain accessibility to judicial services. Indonesian criminal regulations are still unable to accommodate valid evidence, so there is a need for regulations that clearly change the understanding and sensitivity of law enforcers in examining people with disabilities. Because people with disabilities are a vulnerable group and have special obstacles and special needs that must be understood in the legal system.
