Abstract
ANALISIS MANFAAT DAN BIAYA PENINGKATAN JALAN KALIGUNTING - BAJULAN KABUPATEN MADIUN DENGAN METODE NET PRESENT VALUE DAN BENEFIT COST RATIO Ruas Jalan Kaligunting–Bajulan di Kabupaten Madiun sebelum peningkatan berada dalam kondisi tidak mantap, dengan hanya sekitar 22% dari total 4,975 km ruas ini tergolong kondisi baik. Oleh karena itu, proyek peningkatan jalan dilaksanakan. Penelitian ini bertujuan menganalisis kelayakan ekonomi proyek tersebut. Metode evaluasi menggunakan analisis biaya-manfaat dengan pendekatan Net Present Value (NPV) dan Benefit Cost Ratio (BCR). Analisis ini membandingkan kondisi jalan, biaya pemeliharaan rutin, serta Biaya Operasional Kendaraan (BOK) sebelum dan sesudah proyek. Perhitungan didasarkan pada data Lalu Lintas Harian Rata-rata (LHR) serta komponen biaya konstruksi dan pemeliharaan yang relevan. Hasil menunjukkan setelah proyek, seluruh ruas jalan berada dalam kondisi mantap (naik dari hanya 22% kondisi baik sebelumnya). Peningkatan ini menurunkan biaya pemeliharaan rutin tahunan sekitar 80%, menghemat sekitar Rp3,34 miliar per tahun, serta mengurangi biaya operasional kendaraan sekitar Rp787 juta per tahun. Evaluasi ekonomi menghasilkan NPV sebesar Rp25,09 miliar dan BCR 3,31, yang menegaskan bahwa proyek sangat layak secara ekonomi karena manfaatnya jauh melebihi biayanya.
