Abstract

Ketersediaan energi listrik merupakan indikator penting kemajuan pembangunan nasional, berperan strategis dalam mendukung rumah tangga, aktivitas ekonomi, pendidikan, industri, dan pelayanan publik. Proyek perluasan jaringan PLN di Kelurahan Barong Tongkok, Kabupaten Kutai Barat, menjadi langkah penting untuk pemerataan akses energi dan percepatan pembangunan daerah. Proyek ini menghadapi risiko material/teknis, seperti keterlambatan pengiriman kabel, kekosongan stok material, gangguan distribusi, serta risiko sosial-ekonomi masyarakat, termasuk penolakan warga, tuntutan permasalahan lahan, dan gangguan aktivitas ekonomi lokal. Risiko-risiko ini berpotensi menimbulkan keterlambatan, pembengkakan biaya, dan penurunan mutu pekerjaan jika tidak dikendalikan. Penelitian ini menggunakan pendekatan HIRADC (Hazard Identification, Risk Assessment, and Determining Control) dan metode deskriptif kuantitatif. Data dikumpulkan melalui kuesioner, observasi, dan wawancara, kemudian dianalisis menggunakan skala Likert dan matriks risiko untuk menentukan prioritas pengendalian. Analisis mempertimbangkan aspek fisik, kimia, biologis, ergonomis, dan psikologis yang memengaruhi keselamatan dan kinerja proyek. Hasil penelitian menunjukkan bahwa sebelum pengendalian, risiko tertinggi pada proyek perluasan jaringan PLN di Kelurahan Barong Tongkok adalah keterlambatan pengiriman kabel dan permasalahan lahan. Melalui penerapan strategi pengendalian berupa kontrak dengan klausul waktu, diversifikasi pemasok, buffer stock material, perbaikan logistik, serta sosialisasi dan keterlibatan masyarakat, tingkat risiko berhasil diturunkan ke kategori sedang hingga rendah. Pengendalian risiko material meningkatkan ketersediaan material dan ketercapaian jadwal, sedangkan pengendalian risiko sosial meningkatkan dukungan dan kepuasan masyarakat.
