Abstract

Pemeliharaan rutin jalan kabupaten dengan jenis permukaan tanah dan agregat di Kabupaten Tana Tidung menghadapi tantangan efisiensi anggaran dan keterbatasan peralatan dalam sistem swakelola. Penelitian ini bertujuan untuk menentukan prioritas penanganan jalan, menganalisis komponen biaya, serta memilih alternatif peralatan excavator yang paling efisien menggunakan metode Life Cycle Cost (LCC). Metode penelitian menggunakan pendekatan kuantitatif dengan data primer dari 40 responden dan data sekunder berupa spesifikasi alat serta harga satuan tahun 2025. Analisis LCC dilakukan dengan memperhitungkan biaya kepemilikan (ownership cost), biaya operasional (operating cost), dan biaya pemeliharaan selama umur ekonomis 5 tahun dengan suku bunga 5,38%. Hasil penelitian menunjukkan bahwa prioritas utama penanganan jalan adalah galian pada saluran air atau lereng dengan volume pekerjaan tahunan sebesar 21.000 m3. Berdasarkan analisis produktivitas, Excavator PC 210 Standard memiliki produktivitas tertinggi (28,86 m3/jam) sehingga hanya membutuhkan waktu kerja 727,70 jam/tahun. Perhitungan Total Present Value LCC menunjukkan bahwa Excavator PC 210 Standard adalah alternatif paling efisien dengan total biaya Rp 3.697.069.528,75. Sebaliknya, Excavator PC 210 Long Arm menjadi alternatif dengan biaya tertinggi sebesar Rp 7.519.733.703,29, sedangkan PC 70 menempati posisi kedua termahal (Rp 5.067.389.334,72) akibat rendahnya produktivitas yang memicu pembengkakan biaya operasional. Penelitian ini merekomendasikan penggunaan Excavator PC 210 Standard untuk optimalisasi anggaran pemeliharaan jalan di Kabupaten Tana Tidung.
