Abstract
Pembangunan Kolam Retensi Pampang di Kota Samarinda merupakan upaya strategis untuk mengurangi banjir akibat tingginya curah hujan, peningkatan limpasan permukaan, dan keterbatasan drainase kota. Namun, desain yang disusun pada tahun 2021 sudah tidak sesuai dengan kondisi hidrologi dan perkembangan lingkungan terbaru, sehingga diperlukan review design guna menyesuaikan kapasitas tampungan, bentuk geometris, dan metode pelaksanaan dengan kondisi aktual. Penelitian ini bertujuan melakukan review design untuk optimalisasi fungsi hidrologis dan efisiensi waktu pelaksanaan proyek. Metode penelitian mencakup pengumpulan dokumen desain, spesifikasi teknis, RAB, serta data topografi, hidrologi, dan geoteknik. Analisis dilakukan dengan membandingkan desain awal dan hasil review melalui evaluasi teknis, perhitungan biaya, dan efisiensi durasi. Hasil penelitian menunjukkan bahwa review design menghasilkan perubahan teknis yang signifikan, termasuk penurunan elevasi dasar kolam, peningkatan elevasi tanggul, optimalisasi cut and fill, serta penggunaan kombinasi batu dan geotekstil sebagai pelindung lereng. Dari aspek biaya, review design menghasilkan penghematan sebesar Rp 41,8 miliar atau 9,9% dari total biaya desain awal, dengan efisiensi terbesar pada pekerjaan tanggul dan pelindung lereng. Dari aspek durasi, review design mampu mempercepat waktu pelaksanaan sebesar 30 hari atau 8,3% melalui penyusunan ulang tahapan konstruksi dan penerapan metode kerja paralel. Dengan demikian, review design terbukti efektif dalam meningkatkan efisiensi teknis, ekonomis, serta percepatan waktu pelaksanaan, sehingga layak diterapkan untuk optimalisasi pembangunan infrastruktur pengendali banjir di Kota Samarinda.
