Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh pajak daerah dan retribusi daerah terhadap Pendapatan Asli Daerah (PAD) Kota Surabaya selama periode 2014–2024. PAD merupakan indikator penting dalam mengukur kemandirian fiskal daerah, sehingga pemahaman mengenai faktor-faktor yang memengaruhinya menjadi sangat relevan. Penelitian ini menggunakan pendekatan kuantitatif dengan data sekunder berupa laporan realisasi pendapatan yang diperoleh dari DJPK Kemenkeu dan Bapenda Surabaya. Analisis dilakukan menggunakan regresi linier berganda untuk mengetahui pengaruh parsial maupun simultan dari kedua variabel independen terhadap PAD. Hasil deskriptif menunjukkan bahwa pajak daerah mengalami pertumbuhan stabil dalam jangka panjang meskipun sempat menurun pada masa pandemi, sedangkan retribusi daerah cenderung fluktuatif dan lebih bergantung pada tingkat aktivitas pelayanan publik. Melalui pengujian statistik, penelitian ini diharapkan mampu mengidentifikasi kontribusi masing-masing variabel dalam meningkatkan PAD serta memberikan rekomendasi strategis bagi pemerintah daerah dalam optimalisasi pendapatan. Temuan penelitian ini juga memberikan gambaran empiris yang dapat digunakan sebagai dasar dalam perencanaan kebijakan fiskal daerah yang lebih efektif dan berkelanjutan.
