Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Belanja Pemerintah dan Pertumbuhan Ekonomi terhadap Indeks Pembangunan Manusia (IPM) di Timor-Leste selama periode 2008–2022. Penelitian ini menggunakan data deret waktu tahunan dan menerapkan model regresi linear dengan pendekatan semi-log untuk menyesuaikan perbedaan satuan antarvariabel. Hasil analisis deskriptif menunjukkan bahwa BP dan PE mengalami fluktuasi yang tajam, sedangkan IPM menunjukkan tren peningkatan bertahap meskipun sempat dipengaruhi oleh ketidakstabilan politik dan pandemi COVID-19. Hasil regresi menunjukkan bahwa secara simultan BP dan PE berpengaruh signifikan terhadap IPM. Namun secara parsial, BP berpengaruh signifikan dengan koefisien negative, sedangkan PE tidak berpengaruh signifikan terhadap IPM. Nilai koefisien determinasi (R²) menunjukkan bahwa 55,45% variasi IPM dapat dijelaskan oleh model. Temuan ini menegaskan bahwa belanja publik yang tidak efektif dan pertumbuhan ekonomi yang tidak inklusif belum mampu memberikan dampak langsung terhadap peningkatan pembangunan manusia. Oleh karena itu, perbaikan efektivitas belanja publik serta penciptaan pertumbuhan ekonomi yang lebih inklusif menjadi penting bagi peningkatan IPM di Timor-Leste.
