Abstract

The use of sound systems in various social activities has created legal challenges because the extremely loud sounds can disrupt comfort, health, and public order. Despite the increasing frequency of sound systems, there are currently no clear regulations governing technical standards, permit mechanisms, or monitoring of their use. This creates a legal vacuum, thus suboptimal public protection. This situation leads to two key issues: first, how to provide preventative legal protection and enforcement for those harmed by the use of sound systems; and second, the importance of establishing regional regulations as a tool to provide legal certainty. This research uses a normative legal approach, analyzing various primary, secondary, and tertiary legal sources, and applying descriptive analysis and deductive reasoning techniques. The results indicate that businesses have administrative responsibilities, including meeting noise standards, obtaining permits, and complying with technical requirements. The government also has a responsibility to regulate, supervise, and enforce the law, but the absence of specific regulations renders legal protection ineffective. Furthermore, preventative legal protections are unable to prevent disruptions, while legal enforcement mechanisms only come into effect after the damage has already occurred and often cannot be fully repaired. Therefore, the establishment of Regional Regulations is needed to address this legal vacuum and to ensure the public's right to a safe, peaceful, and healthy living environment.
