Abstract

Live streaming has developed into a dominant form of digital communication, enabling real-time interaction and unrestricted dissemination of content through various social media platforms. This development expands the space for public expression and participation, yet simultaneously generates significant regulatory challenges, particularly concerning content featuring revealing attire, suggestive displays, and potential visual exploitation of certain groups. This article examines the legal framework governing live-streamed content in Indonesia and evaluates the effectiveness of existing supervisory mechanisms in addressing such violations. Using a normative juridical approach, this study analyzes statutory regulations such as the Broadcasting Law, the Electronic Information and Transactions Law, and their implementing regulations, while also reviewing the community guidelines enforced by social media platforms. The findings indicate that live streaming occupies a regulatory grey area because, despite resembling conventional broadcasting, it operates within a decentralized, user-generated digital environment. This condition results in state oversight that does not always match the rapid pace of content production, leading to inconsistent enforcement and difficulties in addressing violations that occur instantaneously. This article argues that an effective supervision model requires strengthened inter-agency coordination, the application of risk-based monitoring, and the integration of algorithmic detection systems with human oversight. Regulatory clarity is also necessary to protect vulnerable groups from exploitative visual content while safeguarding constitutional rights to freedom of expression and access to information. Overall, this study underscores the urgency of adaptive, transparent, and responsive supervision aligned with the evolving dynamics of the live-streaming ecosystem.
