Abstract

Jalan Nasional Suramadu merupakan salah satu koridor strategis yang menghubungkan Pulau Madura dengan wilayah metropolitan Surabaya, sehingga memiliki peran penting dalam mendukung mobilitas masyarakat dan distribusi logistik. Tingginya intensitas lalu lintas dan fungsi vital ruas jalan ini menuntut terpenuhinya standar keselamatan dan kelaikan fungsi jalan. Namun, hasil pengamatan awal menunjukkan adanya beberapa permasalahan seperti penerangan jalan yang tidak berfungsi, adanya putar balikan tidak resmi, serta keberadaan objek berbahaya di tepi jalan yang berpotensi meningkatkan resiko kecelakaan. Hal ini menunjukkan perlunya evaluasi Uji Laik Fungsi Jalan (ULFJ) untuk memastikan bahwa ruas jalan ini memenuhi persyaratan teknis dan operasional. Penelitian ini bertujuan untuk menganalisis tingkat kelaikan fungsi pada ruas Jalan Nasional Suramadu–Bangkalan (Sta 0+100 sampai Sta 3+400) dengan panjang 3.392 meter. Menggunakan pendekatan pemeringkatan bintang (star rating) sebagaimana diatur dalam Peraturan Menteri PUPR Nomor 4 Tahun 2023 serta Surat Edaran 11/SE/Db/2024. Data diperoleh melalui survei lapangan pada interval 100 meter dan 68 segmen penilaian. Hasil penilaian menghasilkan Star Rating Score sebesar 10,71 dengan kategori bintang 3, yang menurut Permen PUPR Nomor 4 Tahun 2023 masih memenuhi syarat laik operasi dan diklasifikasikan sebagai jalan berkeselamatan berdasarkan SE 11/SE/Db/2024. Meskipun demikian, peringkat bintang 3 menunjukkan bahwa beberapa aspek keselamatan baru memenuhi standar minimal. Oleh karena itu, sejumlah rekomendasi teknis yang telah disusun perlu segera diterapkan agar ruas jalan ini dapat ditingkatkan menuju kategori jalan yang lebih berkeselamatan dengan target star rating 4 atau 5.
