Abstract

Proyek konstruksi adalah bidang yang bersifat dinamis yang berisiko memengaruhi produktivitas, kinerja, kualitas, serta batasan biaya proyek. Karenanya, penerapan manajemen risiko di dalamnya penting dilakukan guna mengidentifikasi faktor risiko yang mungkin timbul selama pelaksanaan proyek. Komponen manajemen risiko mencakup pendekteksian risiko, evaluasi risiko secara kualitatif dan kuantitatif, serta implementasi respons risiko. Data penelitian diperoleh melalui penyebaran kuesioner kepada 88 responden dari penyedia jasa konstruksi, termasuk kontraktor dan konsultan. Responden yang terlibat mencakup ahli professional seperti Project Manager, Site Engineer, Site Manager, Pelaksana, Estimator, General Manager serta Direktur Perusahaan di Kota Surabaya. Hasil penelitian mengungkapkan bahwasanya faktor yang paling berpengaruh dalam risiko biaya proyek konstruksi adalah tidak menghitungkan biaya tidak terduga (X1.2) dengan bobot 4,16, faktor penting lainnya adalah kurangnya koordinasi antara manajer konstruksi dengan kontraktor pelaksana (X2.2) dengan bobot 5,342, kenaikan harga material (X3.1) dengan bobot 5,76, produktifitas tenaga kerja yang kurang maksimal (X4.2) dengan bobot 3,16, keterlambatan pengiriman peralatan (X5.2) dengan bobot 4,29, dan pengendalian biaya yang kurang baik di lapangan (X6.1) dengan bobot 5,22. Sementara itu, hasil penelitian faktor utama yang dapat menghambat penerapan manajemen risiko biaya adalah estimasi biaya yang tidak akurat (Y4) dengan bobot tertinggi 0,433. Dan Strategi mitigasi yang dapat meminimalisir hambatan penerapan manajemen risiko biaya adalah perlunya manajemen keuangan yang baik (Z2) dengan bobot tertinggi 0,351.
