Abstract

Transportasi memiliki peran penting dalam menunjang mobilitas masyarakat, sosial, dan kegiatan ekonomi. Pertumbuhan jumlah penduduk dan kendaraan bermotor yang pesat menyebabkan tekanan terhadap infrastruktur jalan semakin tinggi, yang berdampak pada kemacetan, penurunan tingkat pelayanan, hingga kecelakaan lalu lintas. Oleh karena itu, perlu dilakukan analisis kinerja lalu lintas secara menyeluruh guna mengetahui sejauh mana suatu ruas jalan dapat melayani arus kendaraan secara efektif. Penelitian ini dilakukan di Jalan Raya Kedung Baruk, Surabaya, yang sering mengalami kemacetan akibat tingginya volume kendaraan dan hambatan samping, seperti parkir liar dan aktivitas di sekitar bahu jalan. Penelitian dilakukan dengan survei lalu lintas harian secara manual pada tanggal 22 April 2024, 25 April 2024, dan 28 April 2024 menggunakan pedoman PKJI 2023. Hasil analisis menunjukkan bahwa puncak lalu lintas (peak hour) tertinggi terjadi pada hari Senin pukul 17.00–18.00 dengan volume mencapai 1959,7 smp/jam pada tipe jalan 2/2-TT. Kondisi hambatan samping pada ruas jalan ini tergolong sangat rendah (SR) dengan frekuensi kejadian di bawah 100. Sementara itu, nilai derajat kejenuhan (DJ) tertinggi berada pada tipe jalan 2/2-TT yaitu sebesar 0,81 yang menunjukkan tingkat pelayanan (LOS) D, sedangkan tipe jalan 4/2-T memiliki DJ sebesar 0,57 dengan LOS C. Hasil penelitian ini menunjukkan bahwa kapasitas Jalan Raya Kedung Baruk sudah hampir mencapai batas maksimal terutama pada tipe jalan 2/2-TT, sehingga dibutuhkan pengelolaan lalu lintas yang lebih optimal untuk meningkatkan kinerja dan kenyamanan pengguna jalan.
