Abstract

Pembangunan infrastruktur memegang peranan strategis dalam mendukung pertumbuhan ekonomi, meningkatkan kualitas hidup masyarakat, serta memperluas aksesibilitas antarwilayah. Kabupaten Kutai Timur yang kaya akan sumber daya alam di sektor pertanian, perkebunan, dan pertambangan masih menghadapi kendala keterbatasan infrastruktur, terutama di wilayah pedalaman. Proyek ini bertujuan untuk memperkuat konektivitas antarwilayah, memperlancar pergerakan orang dan barang, serta meningkatkan efisiensi transportasi yang selama ini terhambat akibat kondisi jembatan yang tidak memadai. Studi kelayakan secara komprehensif telah dilakukan dengan mencakup aspek teknis, sosial, lingkungan, dan finansial. Analisis kelayakan finansial dilakukan dengan menggunakan metode Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), dan Payback Period (PP), dengan mempertimbangkan secara rinci biaya investasi dan biaya operasional. Kajian ini membandingkan tiga alternatif trase untuk menentukan opsi yang paling optimal dan dapat direalisasikan. Hasil analisis menunjukkan bahwa Alternatif 2 merupakan pilihan paling layak dari sisi teknis maupun finansial, dengan total biaya pembangunan diperkirakan sebesar Rp216.573.918.000,00 (dua ratus enam belas miliar lima ratus tujuh puluh tiga juta sembilan ratus delapan belas ribu rupiah). Kelayakan ekonominya didukung oleh indikator keuangan yang positif, yaitu Net Present Value (NPV) sebesar Rp262.301.528.390, Internal Rate of Return (IRR) sebesar 17,19 persen, Benefit Cost Ratio (BCR) sebesar 1,54, dan Payback Period (PP) selama 7,4 tahun. Berdasarkan hasil analisis tersebut, proyek pembangunan Jembatan Nibung – Simpang KM 46 dinilai layak untuk dilaksanakan dan diharapkan dapat memberikan manfaat signifikan bagi pembangunan daerah serta meningkatkan kesejahteraan masyarakat di Kabupaten Kutai Timur.
