Abstract

Corruption is a serious problem that occurs not only in the realm of government but has also begun to permeate higher education, particularly in the form of academic dishonesty that reflects the potential for future corrupt behavior. University students, as members of the intellectual generation, play a crucial role in preventing the spread of a corrupt culture. However, permissive attitudes and the tendency to morally rationalize unethical actions present distinct challenges. This study aims to examine the relationship between attitude toward corruption and the intention to corruption, as well as to test the mediating role of moral disengagement in that relationship. The research employed a quantitative approach with a correlational design. The participants consisted of 378 students from various universities in Surabaya, selected using convenience sampling. The instruments used were the Attitude Scale, Moral Disengagement Scale, and Intention to Corruption Scale. Data were analyzed using mediation regression through PROCESS Macro Model 4 by Hayes. The analysis showed that a permissive attitude toward corruption was positively and significantly related to corrupt intention (B = 1.6280, p < 0.001), and that moral disengagement served as a partial mediator in this relationship (Indirect B = 0.3011; 95% CI [0.2197 – 0.3953]). Students with permissive attitudes tend to morally justify deviant behaviors, thereby increasing their intention to engage in corruption. The findings suggest that anti-corruption character education should emphasize attitude formation and the strengthening of internal moral control beginning in university.
