Abstract

Pemilihan kepala desa merupakan cara bagi warga untuk mengekspresikan hak polirik mereka serta sebagai implementasi kedaulatan rakyat yang mencerminkan prinsip-prinsip demokrasi di tingkat desa. Pasal 31 Ayat (1) UU Desa menerangkan bahwa pemilihan kepala desa dijadwalkan seara serentak Kabupaten/Kota. Pelaksanaan Pilkades sebaiknya dilakukan secara serentak di seluruh wilayah Indonesia. Harapannya agar pemilihan yang dilangsungkan pada tahun yang sama dapat menciptakan pemerintahan yang lebih stabil. Pada tahun yang sama dinilai akan menghasilkan pemerintahan yang stabil, karena konstelasi politiknya yang akan mengawal 6 (enam) tahun kedepan. Penelitian ini mengeksplorasi alasan di balik tidak dilaksanakan Pilkades secara serentak di seluruh wilayah negara dan mengapa badan Pilkades bukan ditugaskan kepada komisi pemilihan umum, melainkan diberikan kepada warga desa yang dipilih oleh BPD. Pilkades serentak berakibat keseragaman periodisasi kepala desa maka dalam melakukan program pembangunan di seluruh negeri dapat secara berkesinambungan dikarenakan dilaksanakan secara bersamaan atau tercapainya tujuan dan cita-cita bersama dalam 6 (enam) tahun kedepan. Namun pelaksanaan Pilkades secara serentak dengan jangkauan wilayah negara masih belum adanya payung hukum yang menerangkan Pilkades dapat dilaksanakan secara serentak atau tidak dapat dilaksanakan secara serentak. Pelaksanana Pilkades yang diselenggarakan oleh KPU sebagai panitia pemilihan terdapat dampak positif, seperti partisipasi masyarakat meningkat karena masyarakat memiliki kepercayaan dengan KPU, tidak adanya intervensi dikarenakan bersifat mandiri, penyelenggaraan secara profesional, transparansi dan kredibilitas, netralitas, keseragaman dalam standar penyelenggaraan, dan lain-lain
