Abstract

intention to commit corruption, and to assess the mediating role of moral engagement. The research is grounded in the Theory of Planned Behavior (Ajzen, 1991), which posits attitude as a primary predictor of behavioral intention. Employing a quantitative correlational design, the study involved 358 university students in Surabaya selected via convenience sampling. Data were collected using three validated psychological scales: Attitude Toward Corruption Scale, Moral Engagement Scale, and Intention to Corruption Scale. Validity was assessed using Pearson Product-Moment correlation and reliability via Hoyt's method, both yielding coefficients above 0.90. Data analysis utilized PROCESS Macro Model 4 (Hayes, 2022) with 5000-sample bootstrapping. Results revealed a significant positive relationship between attitude toward corruption and corruption intention (b = 1.6704, p < 0.001). Furthermore, moral engagement partially mediated this relationship (indirect effect = 0.6385; 95% CI [0.3480, 0.9466]). These findings indicate that permissive attitudes toward corruption increase the intention to engage in corrupt acts, but this effect can be mitigated by enhancing moral engagement. Theoretically, the study supports TPB in explaining deviant behavior, while practically it provides a foundation for designing character-based anti-corruption education strategies.
