Abstract

Pembangunan Tempat Istirahat dan Pelayanan (TIP) di Jalan Tol Probolinggo–Banyuwangi adalah bagian dari program penting yang mendukung Rencana Tata Ruang Wilayah Jawa Timur tahun 2023-2043. Proyek ini dirancang untuk menunjang infrastruktur tol yang berperan besar dalam memperlancar konektivitas ekonomi dan pariwisata. Meski jalan tol ini membantu mengurangi kemacetan dan mempercepat perjalanan, ada risiko lain yang muncul, seperti kecelakaan akibat pengemudi lelah atau bosan karena rute yang monoton. Di sisi lain, minimnya fasilitas kesehatan di wilayah Situbondo membuat risiko tersebut semakin serius. Namun, Situbondo punya keunggulan alam dan potensi wisata yang besar. Ini menjadi peluang untuk menghadirkan TIP yang tak hanya menyediakan tempat beristirahat, tapi juga bisa mempromosikan pariwisata lokal dan produk UMKM, yang nantinya bisa meningkatkan pendapatan daerah. Meski keberadaan jalan tol berpotensi menurunkan pendapatan UMKM yang ada di jalan nasional, TIP yang dirancang dengan tepat justru bisa menjadi solusi yang mendukung UMKM tersebut. Sayangnya, saat ini masih belum ada TIP Tipe A di jalur ini yang memenuhi standar, terutama dari arah Banyuwangi menuju Probolinggo. Selain itu, TIP yang ada belum optimal dalam menampilkan kekayaan lokal. Karena itu, desain TIP ini perlu mempertimbangkan aspek keselamatan, kenyamanan pengguna jalan, sekaligus bisa memperkenalkan potensi wisata dan produk daerah. Desainnya akan mengusung pendekatan Arsitektur Regionalisme, yaitu dengan gaya arsitektur yang mencerminkan karakter khas Situbondo, baik dari bentuk bangunan maupun elemen-elemen pendukungnya.
