Abstract

This study explores the framing techniques employed by two online media outlets, JawaPos.com and Tribunnews.com, in reporting foreign investment related to the development of the new capital city (IKN) of Nusantara. The research is grounded in the crucial role of mass media in shaping public opinion, particularly in the context of strategic national projects like IKN. The aim is to identify and compare the framing differences between the two media using Robert N. Entman’s model, which includes four elements: problem definition, causal interpretation, moral evaluation, and treatment recommendation. This qualitative study uses primary data sourced from online news articles published between August and September 2024. The analysis technique applied is framing analysis based on Entman’s Four Elements framework. The findings reveal that JawaPos tends to adopt a positive, pro-government framing, highlighting solutions such as accelerated permitting processes, task force formation, and investment realization through project groundbreakings. In contrast, Tribunnews takes a more neutral-critical approach, emphasizing the gap between investor interest and realization, the importance of transparency, and the need for clear implementation proof. These differences reflect each outlet’s editorial orientation and media character in shaping the narrative on foreign investment policies in IKN. Media framing in this context illustrates distinct editorial strategies: JawaPos is proactive and affirmative toward government policy, while Tribunnews promotes skepticism and public oversight. This study offers significant implications for mass communication research in Indonesia, particularly in understanding media framing and the role of the press in communicating strategic national issues.
