Abstract

This research aims to analyze employee performance in providing administrative services to the community at the Ende Regency Social Service and identify supporting and inhibiting factors. Using a descriptive qualitative approach, data was collected through observation, interviews and documentation with informants from employees and the community. The research results show that employee performance is generally quite good in terms of work quality, timeliness and personal abilities. However, obstacles are still found such as a lack of public understanding of administrative procedures, limited facilities and the technological capabilities of some employees. Internal factors such as individual motivation and competence, as well as external factors such as organizational support and policies are the main determinants in achieving performance. In the aspect of work quality, employees demonstrate commitment to data accuracy and completeness, as well as a friendly and responsive service attitude. This is an important foundation in building public trust. On the other hand, obstacles such as limited number of employees, minimal budget, and a weak reward and punishment system still hinder performance optimization. In terms of punctuality, employees try to complete work in accordance with standard operating procedures (SOP), but delays still occur due to external factors such as sudden policy changes, unstable internet networks, limited infrastructure, and low public understanding of service procedures. This shows that timeliness is greatly influenced by the readiness of the support system, not just individual discipline. Meanwhile, in terms of personal abilities, employees generally have good procedural knowledge and understanding, but less structured formal training causes gaps in skills mastery, especially in the fields of information technology and public communications. In addition, performance ethics and professional attitudes have been implemented, but performance pressure and lack of appreciation for performance also affect employee morale and emotional stability.
