Abstract
Pembangunan infrastruktur merupakan aspek krusial dalam mendukung pertumbuhan kawasan perkotaan, khususnya di wilayah metropolitan seperti Surabaya. Salah satu proyek strategis yang tengah dirancang adalah pembangunan terowongan pejalan kaki yang menghubungkan Terminal Intermoda Joyoboyo (TIJ) dengan Kebun Binatang Surabaya (KBS). Penelitian ini bertujuan untuk mengevaluasi dan mengoptimalkan biaya serta waktu pelaksanaan proyek tersebut agar dapat diselesaikan secara lebih efisien dan efektif, mendukung konektivitas kawasan dan kenyamanan publik. Penelitian ini menggunakan metode Time Cost Trade Off (TCTO) untuk mengevaluasi hubungan antara durasi dan biaya proyek, dengan fokus pada pekerjaan Pemasangan 1 m2 Bekisting untuk PHT (1 kali pakai). Analisis dilakukan dengan menyusun beberapa skenario penambahan waktu kerja (lembur), yang kemudian dibandingkan terhadap jadwal kontrak proyek selama 156 hari kalender, dari tanggal 30 Mei 2024 hingga 21 November 2024. Tujuannya adalah untuk menemukan alternatif percepatan waktu yang tetap memperhatikan efisiensi biaya secara keseluruhan. Hasil penelitian menunjukkan bahwa penambahan jam kerja lembur selama 3 jam perhari dapat mempercepat durasi pelaksanaan proyek menjadi 149 hari. Selain efisiensi waktu sebesar 4,49%, pendekatan ini juga mampu menurunkan biaya pelaksanaan menjadi Rp 14.104.336.624,21, yang berarti terdapat penghematan sebesar Rp55.643.591,83 dibandingkan dengan biaya pada kondisi normal. Dengan demikian, metode TCTO terbukti efektif dalam memberikan solusi efisien dan terukur dalam manajemen proyek konstruksi.
