Abstract
The implementation of the Family Hope Program (PKH) in Kedungrejo Village refers to the Van Meter and Van Horn policy implementation theory, which emphasizes six important variables, namely standards and targets, resources, communication between organizations, characteristics of implementing agents, environmental conditions, and the disposition of implementers. PKH in this village is considered to have realistic goals and is fully understood by all implementers, from the central government to beneficiaries, with structured and systematic implementation. This program has proven to be useful in helping poor families affected by the COVID-19 pandemic, especially in terms of education and basic needs. Communication between implementing parties runs well through routine coordination and the use of communication media such as WhatsApp, which helps accelerate the resolution of obstacles in the field and maintain transparency. The characteristics of PKH facilitators are also a supporting factor for success, where they demonstrate dedication, a deep understanding of the program, and the ability to establish positive relationships with the community. However, the implementation of the program still faces obstacles in terms of resources, especially the delay in the disbursement of funds which is carried out in stages and often does not match the urgent needs of recipients, such as education costs. This is exacerbated by the lack of technical understanding from sub-district and village officials regarding the fund disbursement mechanism, which hinders the effectiveness of implementation. In addition, there are problems in validating recipient data, which raises objections from residents who feel entitled but are not registered as recipients of assistance. This obstacle indicates the need to increase technical capacity at the sub-district level and improve the data collection system to be fairer and more accurate. In general, although the implementation of PKH in Kedungrejo Village has shown a positive impact and has been implemented quite well, improvements are needed in technical and administrative aspects so that the program can be more optimal in eradicating poverty in a sustainable manner.
