Abstract

Jalan Rajawali yang terletak di Kawasan Wisata Kota Lama Surabaya mengalami peningkatan kepadatan akibat tumbuhnya aktivitas wisata dan komersial. Sebagai akses utama menuju kawasan heritage, Jalan Rajawali menghadapi volume lalu lintas yang tinggi serta hambatan samping yang signifikan, khususnya pada jam sibuk dan akhir pekan. Kondisi ini mengganggu kelancaran arus lalu lintas, menurunkan kinerja jalan, dan menimbulkan ketidaknyamanan bagi pengendara maupun pejalan kaki. Penelitian ini bertujuan mengevaluasi dampak aktivitas wisata terhadap kondisi lalu lintas, terutama terkait hambatan samping dan volume lalu lintas. Penelitian menggunakan pendekatan kuantitatif dengan mengacu pada Manual Kapasitas Jalan Indonesia (MKJI) 1997. Data primer diperoleh melalui survei lapangan selama tujuh hari berturut-turut pada jam sibuk (pukul 16.00–20.00 WIB). Data yang dikumpulkan meliputi jumlah kendaraan, jenis kendaraan, serta frekuensi hambatan samping seperti pejalan kaki, kendaraan parkir, dan kendaraan keluar masuk dari akses samping. Data tersebut dianalisis untuk menghitung volume lalu lintas, kapasitas jalan, nilai hambatan samping, derajat kejenuhan (V/C), dan tingkat pelayanan (LoS). Hasil penelitian menunjukkan bahwa hambatan samping berada dalam kategori sedang hingga tinggi, dengan volume lalu lintas tertinggi sebesar 2.881 smp/jam pada hari Sabtu. Nilai derajat kejenuhan berkisar antara 0,32 hingga 0,51, yang setara dengan tingkat pelayanan B hingga C. Hasil dari penelitian ini dapat dijadikan dasar pengembangan strategi pengelolaan lalu lintas di kawasan kota lama surabaya.
