Abstract

This study aims to analyze the influence of community empowerment through the E-Peken Program on improving the productivity of Micro, Small, and Medium Enterprises (MSMEs) in Surabaya City. E-Peken is a local digital platform developed by the Surabaya City Government to encourage digital transformation among MSME actors, particularly in improving market access and enhancing business capacity. Unlike national marketplace platforms, which are considered too complex for micro-enterprises, E-Peken is designed to be more accessible, utilizing a lightweight website system and integrated with supporting applications, making it easier to operate for small-scale MSMEs. This research employs a qualitative method with a descriptive approach. Data collection was carried out through in-depth interviews with several key informants, including representatives from the Surabaya Department of Cooperatives and Trade, E-Peken platform managers, MSME users, non-user MSME actors, and the general public in Surabaya. The results indicate that the E-Peken Program has a impact on improving digital skills, self-confidence, and business turnover among MSME participants. Technical training, intensive mentoring, and the accessibility of the system are the main factors contributing to the success of this program. Furthermore, E-Peken has contributed to the formation of an inclusive digital economic empowerment ecosystem in Surabaya. However, the study also reveals that public awareness of the program remains limited, as a portion of the community is still unfamiliar with E-Peken. Therefore, strengthening promotional efforts, public education, and broader community engagement are essential to optimizing the program's role in improving MSME productivity and accelerating digital transformation in Surabaya.
