Abstract

This study aims to analyze and identify the evaluation of public order enforcement for street vendors (PKL) at Loak Dupak Rukun Market, Surabaya, based on the four criteria of policy evaluation according to the theory of Daniel Stufflebeam & Coryn (2014). These four criteria consist of Context Evaluation, Input Evaluation, Process Evaluation, and Product Evaluation (CIPP). This research uses a qualitative method by combining primary and secondary data sources. Data were collected through techniques such as observation, interviews, and documentation. The collected data were analyzed through stages including data collection, data presentation, data reduction, and drawing conclusions. The findings of this study indicate that the evaluation of public order enforcement for street vendors at Loak Dupak Rukun Market, based on Surabaya City Regional Regulation Number 2 of 2020, has been implemented well. This policy has had a positive impact, particularly in improving public order, reducing traffic congestion, and enhancing road access and environmental comfort around the market area. In addition, solid inter-agency coordination and a persuasive approach in the implementation process have become key supporting factors for the success of this policy. However, this study also found that there are still several challenges that need to be addressed in order to improve the effectiveness and sustainability of the policy. These challenges include concerns among vendors about losing customers due to relocation, the market still being in an adjustment phase which has led to difficulties for some vendors in meeting the rental costs for new stalls, and unstable vendor income. This study emphasizes that although the street vendor regulation policy has successfully created a more orderly and organized environment, there is still room for improvement, especially in terms of economic empowerment for vendors and the long term sustainability of the policy's impact. More adaptive and inclusive strategies are needed so that the policy does not only focus on maintaining public order but also addresses the socio-economic needs of the affected community.
