Abstract

Kota Surabaya sebagai kota metropolitan terbesar kedua di Indonesia menghadapi tantangan serius akibat pertumbuhan penduduk yang pesat dan keterbatasan lahan. Memiliki kepadatan penduduk mencapai 8.958 jiwa/km² yang berdampak pada pemadatan permukiman dan penyebaran pembangunan hingga ke daerah pinggiran. Selain itu, posisi Surabaya sebagai daerah hilir Sungai Brantas menjadikannya rawan banjir. Kombinasi faktor ini mendorong masyarakat berpenghasilan rendah untuk membangun hunian di area yang tidak semestinya, seringkali terdapat hunian di bantaran sungai yang berpotensi menciptakan permukiman kumuh. Berdasarkan SK Walikota Nomor 188.45/143/436.1.2/2015, diidentifikasi permukiman kumuh yang menjadi kawasan prioritas penanganan yaitu di Kecamatan Krembangan khususnya di Kelurahan Morokrembangan (prioritas II) dan Kelurahan Dupak (prioritas III). Salah satu area krusial adalah Jalan Kalianak Timur RW 07 RT 1-3, Kelurahan Morokrembangan, yang berada di kawasan industri dan bantaran sungai Kalianak. Permukiman ini dicirikan oleh kepadatan bangunan dan penduduk sangat tinggi, hunian semi-permanen di atas sungai, sanitasi buruk serta sering mengalami banjir rob. Hingga saat ini belum ada penanganan secara efektif terkait permukiman kumuh pada permukiman tersebut. Oleh karena itu, penataan permukiman melalui model permukiman vertikal sebagai solusi untuk mengatasi kekumuhan, keterbatasan lahan, dan meningkatkan kualitas hidup masyarakat, dengan mempertimbangkan aspek sarana prasarana dan keamanan bencana dalam perancangannya.
