Abstract

This research analyzes the communication strategy of the Surabaya City Population and Civil Registration Office in socializing free population administration services through Instagram @swargaloka.sby, using Regina Luttrell's Circular Model of Some, which includes four elements: Share, Optimize, Manage, and Engage. The research method used is qualitative with data collection techniques of observation, interviews, and documentation. The research results show that the communication strategy is focused on the millennial and Gen Z generations as the main targets, with the selection of appropriate platforms and communication styles. Content is organized based on current issues and community needs, produced in a structured manner, and evaluated periodically. Account management is conducted professionally, and active interaction is built through Instagram features such as comments and Direct Messages, as well as interactive programs to enhance public engagement and trust. The evaluation of the strategy's success is conducted by measuring digital metrics and audience feedback. As a result, the strategy based on the Circular Model of Some proved effective in increasing the reach and effectiveness of communication regarding population administration services to the public, especially the younger generation.
