Abstract

The implementation of the Core Tax Administration System (CTAS) is part of Indonesia’s digital tax reform. Problems emerged due to technical obstacles during the implementation of CTAS, which affected taxpayers and drew attention from online media, particularly Kompas.com and ANTARANews.com. This study uses a qualitative approach with a constructionist research type and a framing analysis technique based on the model of Zhodang Pan & Gerald M. Kosicki, consisting of four structures: syntactic, script, thematic, and rhetorical. Data were collected from eight news articles (four from each media outlet) published between March 13 and May 9, 2025. The findings show that Kompas.com tends to frame CTAS as a problematic policy by emphasizing negative impacts and technical challenges for taxpayers. In contrast, ANTARANews.com frames the issue more positively, focusing on system improvements and support for the government's digital policy. Thus, the conclusion shows that the framing analysis model of Zhodang Pan & Gerald M. Kosicki using framing theory helps reveal how Kompas.com and ANTARANews.com shape public trust in the government and encourage readers to think critically about the relationship between media and government policy.
