Abstract

This study discusses the implementation of labor-intensive programs based on local economic development as an effort to reduce poverty in Tenggilis Mejoyo District, Surabaya. The labor-intensive program was chosen because it aims to create temporary employment opportunities for the poor, especially for low-income communities. Through a local economic development approach, this program not only provides short-term assistance but also encourages the community to become more economically independent by empowering existing local potentials. This research employs a qualitative method with data collection techniques including interviews, observations, and documentation. The data consists of both primary and secondary sources obtained from the sub-district government, program implementers, and beneficiary communities. The results of the study show that the labor-intensive program has a positive impact, particularly in creating job opportunities for the poor. However, the program's implementation still faces several obstacles, such as limited facilities and infrastructure, lack of sustainable assistance, and low public interest in continuing participation due to uncertain income. Despite these challenges, the program contributes to poverty reduction, especially as a short-term solution to help increase community income.
