Abstract

One policy that is considered controversial is the emergence of news related to the revision of the Pilkada Law by the DPR right after the stipulation of the Constitutional Court Decision No. 60/PUU-XXII/2024. The hashtag #KawalPutusanMk emerged, which was widely discussed and disseminated on platform X until it became a trending one. The warning appeared against the background of thwarting the DPR RI regarding the news of the amendment or revision of the Pilkada Law. This news triggered a negative response from all levels of society in the form of days of demonstrations and the hashtag #KawalPutusanMK. The revision of the Pilkada Law is considered formally and materially flawed. This research wants to analyze the process of social interaction on Platform X that made this issue viral. More than that, virality has become a new way in the process of policy formulation. Based on Social Network Analysis which intersects with the concept of the Advocacy Coalition Framework, this research wants to analyze which aktors are influential in the #KawalPutusanMK hashtag and the coalition formed as a result of collective beliefs to form a social movement to change policies. The results of this study state that the interactions generated from the #KawalPutusanMK issue are 299 nodes (aktors) and 215 edgess (interactions). The resulting modularity or social group is 0, 955 which means that the distribution of the #KawalPutusanMK hashtag is not centered on a few aktors or certain social groups. Based on the ACF theory, an important element in policy formulation is the belief that arises from the government system itself, which in this case is the public in protesting the emergency warning and hashtag #KawalPutusanMK in the digital space on the X platform. The virality of the #KawalPutusanMK hashtag and massive public pressure on social media can be read as a form of mobilization from an advocacy coalition consisting of non-governmental aktors, civil society, activists, and political groups who share the same basic beliefs to maintain the integrity of democracy and the supremacy of the constitution. This coalition has successfully utilized the digital space to voice rejection of the revised Pilkada Law, which is considered to contain the potential for abuse of power and weaken the Constitutional Court's checks and balances mechanism. Through organized public opinion pressure, a power dynamic was formed that was able to enter the policy-making level, thus encouraging the government to cancel the ratification of the revision.
