Abstract

Land ownership without legal certification remains a critical issue in Indonesia’s land administration system. To address this, the government launched the Complete Systematic Land Registration (PTSL) Program as part of the national agrarian reform agenda, aiming to accelerate the provision of legal land titles to citizens. This study analyzes the implementation of land certification acceleration through the PTSL program in Sidoarjo Regency using David C. Korten’s (1998) program implementation theory. The research employed a descriptive qualitative approach with data collected through interviews, observations, and document analysis. The findings indicate that the PTSL program is substantially aligned with the needs of communities in Sawotratap and Sentul Villages. However, its implementation faces challenges, including limited human resources, insufficient public outreach, and low levels of community participation. Organizationally, the implementing bodies encounter institutional capacity constraints and issues of integrity, such as illegal levies by village officials. In terms of target groups, some community members remain underserved due to lack of information and trust in the program. Thus, the success of PTSL depends heavily on the alignment of program design, the implementing organization's capacity, and inclusive approaches toward the target beneficiaries.
