Abstract
This research focuses on the empowerment of coastal communities in Kenjeran Beach using the Local Economic Resources Development approach in Bulak District, Surabaya City. The purpose of this study is to analyze the empowerment of the coastal community of Kenjeran Beach using the Local Economic Resources Development approach and to identify the supporting and inhibiting factors in the empowerment of the coastal community of Kenjeran Beach using the Local Economic Resources Development concept. This study employs a descriptive qualitative method with the collection of primary and secondary data. Primary data is obtained from observations, interviews, and documentation, while secondary data is sourced from journals, books, and other relevant references. This research utilizes the Local Economic Resources Development theory by Nancey Green Leigh and Edward J. Blakely (2016), focusing on local economy. The results of this study discuss these four indicators in the context of community empowerment using the local economy present in Bulak District, Surabaya City. The findings of this research indicate that the empowerment of the coastal community of Kenjeran Beach through the Local Economic Resources Development (LERD) approach shows significant potential in improving the economic and social welfare of the community. By utilizing abundant local resources, such as the fisheries and tourism sectors, the community can create jobs and increase income. However, challenges such as low education levels, lack of participation in training programs, and inadequate infrastructure remain obstacles in this empowerment process. Therefore, collaborative efforts between the government, relevant agencies, and the community are needed to optimize local potential and create sustainable economic growth.
