Abstract

This research analyzes the conflict and ambiguity in the implementation of Sidoarjo Regent Regulation Number 84 of 2017 concerning the Arrangement and Empowerment of Street Vendors (PKL). This policy aims to arrange and improve the welfare of PKL, but its implementation often faces challenges. The study employs a qualitative method, collecting data through observations and in-depth interviews with PKL, the Office of Cooperatives and Micro Enterprises, and the Public Order Agency of Sidoarjo Regency. The findings indicate that conflicts in the implementation of this regulation arise from differing approaches between the Office of Cooperatives and Micro Enterprises (persuasive-educative) and the Public Order Agency (repressive enforcement), which triggers relocation rejections and disagreements over strategic locations. Furthermore, ambiguities are found in several policy aspects, including unclear arrangement criteria, relocation standards, insufficient comprehensive socialization, vague empowerment targets, as well as regulatory overlap and a lack of clarity regarding the main responsible party. This situation leads to multiple interpretations, inconsistent implementation, and ultimately, clashes in the field. The study's findings suggest that the policy implementation falls into the "Symbolic Implementation" category according to Matland's (1995) model, where both conflict and ambiguity are at high levels, resulting in chaos and ineffectiveness. To address these issues, it is recommended that the Sidoarjo Regency Government provide strategic PKL center locations to reduce relocation conflicts, and formulate clearer technical regulations regarding the roles, responsibilities, and coordination mechanisms among implementing agencies to overcome ambiguity and achieve more consistent and effective implementation.
