Abstract

This study aims to determine how the subsidized fertilizer policy is implemented in Nganjuk Regency, East Java, as part of the government's effort to support food security and improve farmers' welfare. As an agricultural area, Nganjuk has a high demand for fertilizers, making the implementation of the subsidy policy essential. The policy is guided by Presidential Regulation No. 6 of 2025 and Minister of Agriculture Regulation No. 4 of 2025, which emphasize the 7T principles (Right Type, Quantity, Price, Place, Time, Quality, and Target). This research focuses on identifying how these principles are applied in the field and the challenges that arise during implementation. This study uses a descriptive qualitative method, with data collected through in-depth interviews, observations, and documentation. Informants include the Agriculture Office, Trade Office, fertilizer distributors, farmer groups (Gapoktan), and beneficiary farmers. The analysis is based on the policy implementation theory of Mazmanian and Sabatier, which states that successful implementation is influenced by the characteristics of the policy, the implementing structure, and the socio economic and political conditions of the region. The results show that the implementation of the subsidized fertilizer policy in Nganjuk has not fully met expectations. Issues such as inaccurate beneficiary data, distribution delays, and farmers' low understanding of digital systems like e-RDKK and the Farmer Card are still prevalent. Therefore, efforts are needed to improve data accuracy, enhance the capacity of implementing personnel, and upgrade the distribution system using technology to ensure the fertilizer subsidies reach the right targets and remain sustainable.
