Abstract

Violence against women and children is still a serious problem in the city of Surabaya, although various programs and policies such as PUSPAGA, Child-Friendly Villages, and SIAP PPAK services have been rolled out by the government. However, these programs have not run optimally without active community participation. As the party closest to the victim, the community has an important role in preventing, detecting, and reporting violence. Therefore, community involvement is key to creating a safe environment and supporting the implementation of women's and children's protection. This study aims to analyze community participation in handling cases of violence against women and children in the city of Surabaya and to identify supporting and inhibiting factors. The problem of violence against vulnerable groups still occurs frequently, although various policies and programs have been implemented by the Surabaya City Government through the Women's Empowerment and Child Protection and Population and Family Planning Control Service (DP3APPKB). This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The results of the study show that community participation is divided into five forms: compliance, consultation, cooperation, collaborative learning, and collective action. The community shows active involvement in reporting, education, and implementing programs such as PUSPAGA and KASRPA. Supporting factors for community participation include the existence of progressive policies, support from non-governmental organizations, and increasing public awareness. While inhibiting factors include minimal understanding of the law, fear of perpetrators, and community busyness. Thus, the success of handling violence against women and children in Surabaya is greatly influenced by the active role of the community as a strategic partner of the government.
