Abstract

This study adopts a qualitative research method, by combining primary and secondary data sources. Data is obtained through collection techniques such as observation, interviews, and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and drawing conclusions. Maladministration is a violation and deviation from the community as a party entitled to receive public services, neglect of duties and legal compliance. This study aims to describe the implementation of the On The Spot Report Verification Receipt Program (PVL) by the Ombudsman RI Representative Office of East Java Province in an effort to prevent maladministration of public services, as well as to identify supporting and inhibiting factors for its implementation. The PVL On The Spot program was launched in response to the low public awareness in reporting alleged maladministration, especially in remote areas. The results of the study indicate that this program is quite effective in increasing public access to complaint services and accelerating the process of verifying reports in the field. However, there are still obstacles such as limited resources, lack of socialization, and low public understanding of the role of the Ombudsman. Therefore, ongoing efforts are needed to expand the reach of the program and strengthen coordination with related agencies so that the goals of good governance in public services can be achieved.
