Abstract

The problem of brokers and rigid bureaucracy that causes the SIM administration service to be complicated at Satpas Colombo Surabaya is increasingly common. Therefore, Satpas Colombo Surabaya implements online SIM creation to create dynamic, flexible, and adaptive governance to increase responsiveness to community needs. The purpose of this study is to analyze the Driving License Service Using the Dynamic Governance Perspective at the Colombo City Driving License Administration Unit (SATPAS) Office, Surabaya. The results of this study provide the fact that the Driving License Service (SIM) at SATPAS Colombo Surabaya has shown significant progress through the implementation of the Dynamic Governance concept, marked by the use of information technology such as an online registration system that increases efficiency, transparency, and accessibility. This innovation is supported by routine evaluation, cross-sector collaboration, proactive leadership, employee readiness, and support from related agencies. However, the implementation of online SIM services still faces challenges such as technical disruptions, inequality in technological infrastructure, low digital literacy of the community, and minimal public involvement in policy planning and evaluation.
